California clears statewide remote-inspection framework for solar projects

California lawmakers passed AB 1738, a bill that could make remote inspections available for home energy projects statewide.

AB 1738 covers home solar and battery storage, heat-pump water heaters, heat-pump HVAC systems, and new roofs. The framework would allow homeowners or their contractors to request a remote inspection, but cities and counties would decide how to operate the process. Inspectors would retain discretion to require an in-person visit when a project or condition calls for it.

For installers, the potential benefit is less time waiting for routine inspections. The bill’s passage is not the same as immediate statewide availability; local implementation and the final legal status still determine how a homeowner can use the option.
