California lawmakers advanced a group of solar and storage measures in late August. The measures address grid capacity, customer-sited storage, community solar, remote inspections, and small plug-in solar systems.
SB 905 would direct utilities to identify grid circuits that can accommodate additional electrical load and consider distributed resources such as residential and commercial solar. SB 913 would establish compensation rules for customer-sited storage exported during periods of high demand.
The package also includes AB 1813 on community solar and storage, while AB 1738 and SB 868 address remote inspections and small-scale plug-in solar. The practical significance is that California is working on several parts of the deployment process at once: finding usable grid capacity, valuing stored energy, widening access to shared generation, and reducing permitting friction.
Each measure has its own implementation path, so a vote or signature does not by itself guarantee a faster inspection, bill credit, or project connection for every customer.
